NYPD License Division – New Application Instructions
https://licensing.nypdonline.org/new-app-instruction/
In New York City, firearms licensing is handled through the NYPD License Division and is entirely portal-based. Applicants must submit through the NYPD online system and upload a complete document set that aligns with both NYC procedures and New York State law.
NYC applications are document-heavy and detail-sensitive. Most preventable delays stem from missing items, inconsistent information across records, or unclear uploads. A clean, well-organized submission—often referred to as an “online jacket”—makes review significantly smoother once the application is in the system.

CT State Police – Pistol Permit FAQ
In Connecticut, you must first obtain a local pistol permit from your town’s police (usually a 60-day temporary permit) before applying for the State Pistol Permit through the Connecticut State Police. (Out-of-state residents may apply directly to the State Police for a non-resident pistol permit.) Applicants must be at least 21 years old, complete an approved handgun safety course with live-fire (e.g. the NRA Basic Pistol Course), and undergo fingerprinting and background checks as part of the process. The state permit costs $70, is valid for 5 years, and must be renewed to remain active. Connecticut also offers an Eligibility Certificate (a permit-to-purchase) that allows you to buy handguns without carrying them on your person. All official forms and detailed instructions are provided by the DESPP’s Special Licensing and Firearms Unit on the state website.
